2nd Gen Non-Engine/Transmission Paint cracking, any help from Dodge?

I have a 01 ram 2500 with 75K miles, it is black in color and now the paint is starting to crack. It started with the hood, but is now doing it all over. I took it to a body shop and they said bad paint/primer and 4K for a total repaint. Anyone else had this problem, and if so did dodge step up and fix it?

where do you live ,,,, and has the truck been painted ever ,,,,, was the truck both new or used ,,, can you send some pitures of the problems

I live in northern california, the only repaint was the tail gate (which looks fine). I bought the truck new. I'll try and get some pics up.
