Parking Brake Cable Adjustment - Question on FSM Procedure

My parking brake backing plates were pretty rotted so I purchased, painted and installed a set of OEM fully loaded backing plates. All the cables seem to move freely and the tensioner was backed off until the cables were loose. Using a drum brake shoe gauge I set up the shoes per the FSM procedure:

Then I moved on to adjust the tensioner using this procedure:

My problem: I am unable to move the mark on the tensioner assembly by following the procedure and wound up adjusting as follows:

- Release the brake
- Slowley increase tensioner adjustment until the parking brake levers on the drum just start to move

This does not seem to have the correct tension for a robust parking brake....

Any suggestions? Is there a possibility one or both of my cables have stretched?

You may have enough wear in the parking brake area of the dsrum/disc to where the shoe is touching in the center and flexes when you apply the brake. If so you may have to wear it in then re-adjust. bg

I'll recheck after the recommended 25mph-0mph parking brake stop
