I have an 03 duelly diesel 2by4 with 320,000 miles on it. Recently I broke the left parking brake cable about 8in in front of the left rear wheel. That's when I discovered that the cable for the right wheel had slack in it. So I removed the small rubber plug on the wheel and used a screwdriver to adjust it. I tightened it all the way and still no parking brake on that side to speak of, the cable moves the lever and should be locking up that wheel, but it doesn't. It seams something is amiss inside the drum, has anyone else experienced this? I have instaled a new cable on the left side and have parking brakes again but not on the right wheel. I also have a small rear wheel seal leak on the right wheel and have a seal and a tool to remove the wheel nut. Tomorrow I'm going to tackle that job and plan to remove the complete right wheel and see what is wrong, just now in writting this I realize maybe there is oil inside the parking brake drum. I'm wondering if I need anymore special tools to remove that right wheel.
 
I don't think any special tools are required. Just the usual drum brake tools (and you can get away without those).

:confused: my '03 dually has disc brakes on all 4 corners :confused:

nothing much wrong

OK so I took the wheel off and the bearing nut was almost finger tight, so I feel sure that is why the seal was leaking. I washed all the oil out of the drum and now have parking brake, No leak at the new seal yet, I figure it's good but will check it for awhile, by the way it's not hard to change the rear seal.
