Truck and trailer legalities?

My 5'5" wife wants a gooseneck hitch she can set-up herself for those times I'm not around to assist. The hitch must be stowable so we can use the bed for cargo too. What are your suggestions?
 
B&W turn over ball is my favorite. No rails in the bed at all and there is a Companion 5th wheel hitch that can be added while still having no rails. I've got two B&W's and one companion 5th. Its a nice quality system that works. You just pull a lever in the rear driver side wheel well and them you pull the ball straight up to remove or turn it over and place back in the hole.
 
The B&W turnover ball is a fabulous hitch. I installed mine in 3 hours in my driveway in march of 2002. with snow and ice and it was ccccold too. And you can build on it with the companion 5th wheel hitch. (I have both). easy to flip over the pin. and on your 2001, it doesn't require any drilling on the frame, just the cutting of a 4 inch hole in the bed( that the instructions make it easy to be dead on . )
