Picture size is ok but too many Bytes to post?

I have my pictures well below the 800-600 size for readers rigs but they are at 132000 bytes and this is still to big to download. how can I make the file smaller using MS without shrinking picture to microscopic size? Or is this the only way to make the file smaller. Why do some pictures that are the same size have different BYTE size? I used the same camera for all pictures. Does how much zoom used affect this?

It all depends on the makeup of the picture in question. More colors means a bigger file size. MS Paint doesn't allow you to change the quality/compression setting which is why I suggest using irfanview or any other paint program. If you reduce it to 700x whatever with a file size at 132000 at 800x600 you should be under the limit.
