My buddy and i have a o3 dodge 2500 with triple dog plus crazy larry down load, i also have have quadzilla boost fooler,afe intake,and turbo back 4" exhaust, highest reading on my out look monitor with a manual guage as well,is 19 psi, its my first diesel and i would love to get 30 to 40 psi boost out of my truck!!! thanks in advance ! Could be so manny things. Check for a boost leak on all intercooler pipe boots, crack at side of intercooler, i think yours is plastic, change fuel filter, when my filter gets clogged i can't boost past 20 sometimes.
 
we have inspected all itercooler boots, intercooler sides (which are plastic), and fuel filter was replaced about 2 weeks ago. Turbo wheel is in good shape very very slight movementand fins look good . I am now at a loss for what to do next!

The 03 should not have the plastic IC tanks, that was in some of the 05's.



Have you done anything with the boost elbow? If not, get an adjustable elbow installed.
 
Unload all your boxes, programs and put back to stock. Start with your base to start troubleshooting. then see what your pressure is. I have heard shaving cream works good on all the connections to see leaks.
 
You need a boost elbow. The 03's have a semi electronic and semi mechanical waste gate.



Take a pair of vice grips and pinch the vacuume tube to the waste gate closed. Then take it for a drive. Do not remove any of your boxes.



Simple and report back.

Boost elbow or pinch the hose to WG actuator to see if it will boost higher then go from there.



The 19 psi is about right for the stock turbo, a little more could be seen but it depends on the WG setup. The WG is purely mechanical so all the boost fooling and foolers in the world will not help, just stop the codes. With the stock turbo on your truck 28-30 psi is about the top of the compressor map. Beyond that they just get hot and you actually can loose HP.
