2nd Gen Non-Engine/Transmission POS headlight switch

I have purchased one used and one new(14. 99) headlight switch. THe parking lights only work in one tiny spot before you get to the place where they are supposed to stay on. is it possible there is a short somewhere or that i have gotten two bad headlight switches. it is starting to get darker sooner and i am getting fed up with this. my truck is a 94 2500, is it covered under recall. i cant find anywhere where it says for sure. any ideas would be appreciated.
