Started truck this morning and "power brakes and steering are not working"!!

Truck 1998 and 137K. The pwr seering pump was replaced at 98K and has lifetime warranty so thats easy (get another pump) but About the Vacuum pump. Have not touched that and will pull both of them off.

Should I rebuild Vacuum pump, replace seals, or what does it sound like?

OPINIONS ???

If the vacuum pump leaks it would be a good time to put new seals in it. But with a 98 your problem with the brakes is probably due to the power steering pressure not the vacuum pump.

I would go out to the truck and remove the line with the big nut, on the back of the ps pump. (leave the nut on) just the line.
Take a thin long punch, and push it in the center of the nut. There is a piston with a spring behind it, if it is stuck you will get no steering or brakes. Mine did this a couple times and the punch will knock the piston loose and if nothing is stuck in it, it should work, put the line back on an refill the ps pump and see what happens.
