New Member and First Diesel Pick up truck.

Hello all. I'm seriously hoping I'll get pieces of advise here that will help sort out this predicament. Ever since this has started happening, whenever I see a call from my driver, I go into a right panic for fear of getting a bad news even before I pick his call. This is how troubled I am.
The truck is a 1989 peterbilt 377 with a cuins N14 engine. Well, my issue is simple (I wish lol). Truck runs very fine on levelled ground but would loose power drastically on the slightest ground elevation, not to talk of hills. My driver says he has had to engage the C-Gear on a lot of occasions.
The things I've done so far is to have the mechanic check and do a service on the fuel pump and no error was found there. He has also opened up the fuel shut off solenoid and reassembled it with no faults found.
According to the driver, an incident occurred about 3 weeks ago where the truck suddenly would not rev past 15rpm. He got the filter out and discovered water in it. Changed the filter and started the truck but still no difference. He left it to idle for a while and suddenly it ce back to normal life and ran fine after until now that its started to loose power suddenly.
My mechanic thinks some of the injector nozzle are stuck and not working. I wouldn't say I doubt him but as I'm not very much of a technical person, I can only apply a bit of logic. Here's my logical analysis - if the solenoid is still the culprit, why is the truck taking up much fuel than it usually takes up say if the solenoid isn't opening up fully which isn't allowing the engine to get much diesel, then logically the fuel consumption should decrease rather than increasing - right?

I'm in Africa and the mechanics aren't so brilliant due to lack of tools hence a propper diagnosis is quite a high task if it tools and equipment dependant.

My english isn't great but I do hope you'll somehow understand understand my problem somehow. Pease feel free to ask me whatever needs clearer explnaation from my end. I'm not too great with terminology but I'll try my best to communicate. Many thanks in advance
