Driving from Moab, UT to Durango, CO, with a 2006 3500 dually, 48RE and a 12,000 lb 5th wheel in tow, when climbing a grade, with pedal to the floor, truck slows down and begins surging, as if running out of fuel, turbo boost remains 20 psi or under (I'm used to seeing 25 psi or slightly greater) exhaust temp stays at 1000*. If I let up on pedal a bit, surging stops, climbing a grade continues, but at a much slower speed. Under normal circumstances, pedal to the metal would produce exhaust temps to 1300*, requiring a downshift to 2nd gear to lower temp. Truck has 125,000 miles on the clock with nothing done to the engine yet except oil and filter changes and 4 fuel filter changes per maintenance schedule. This all occurred while driving at 7,000 to 8,000 ft elevation. Is this normal? If not, what problem (and solution) should I be looking for? Any help would be greatly appreciated.
 
I think I'd change the fuel filter first. After that I'd check the fuel pressure from the lift pump. Low boost in conjunction with low egt usually mean a fuel problem.

Only 4 fuel filter changes in 125K miles?

As for temps and boost where are you reading from? Boost should peak at just above 32 and settle at 28-32 depending on load. EGTs will run as high as 1450° on a stock 06, they are supposed to.

But I agree with jhenderson, sounds like a fuel delivery problem. Filter or LP, probably filter based on symptoms.
 
My understanding is to change the fuel filter every 15,000 miles. Do you have a PRIMARY fuel pressure gauge installed?

No primary fuel pressure gauge. Pressure checked while in shop and was within spec, but at the low end. Bought the truck used and change fuel filter about every 10,000 miles.
