Engine/Transmission (1994 - 1998) Power Steering Pump Issue

Hey Guys, have a 1994 with over 280000 miles on it. Power steering is very poor at low rpms and seems to be bubbling and foaming in the resivoir... . am fairly sure no leaks exist except for the oil being pushed up through the fill cap on the resivoir... . any ideas?

i have a 94 and its doing the same thing... ..... will be watching this one 136k
