It's electric not hydraulic power steering.

You have an electric power steering.

Why does it act like it's low on fluids? Hard to turn or catches at times like they did when the fluids were low in the old days.

Because it's malfunctioning.
There are some around doin exactly what you describe.
Hope you have extended warranty, you are in for a new steering.
