Private Message Inbox Full?

I couldn't receive a Private Message tonight because my inbox was supposedly full. I checked, and there were only 9 messages in it. I know I've had more than that in there before. Can someone explain how that works? Is there a limit of how many, or how much total accumulated space? 9 messages aren't very many to call it full.

The inbox limit is 9, the saved limit is 70.
