I have a friend who has a '96 4WD 5-speed, standard cab that he has built into a show truck. After he drove it for a year in stock form he put a 10" lift kit and a 3" body lift on it running 44" tires. Since then it has basically been a trailer queen, lots of miles on the gooseneck being hauled from one show to another. It only has 69K miles on it. It has been sitting in his shop for the last 2 years. He decided to exchange the 10" lift for a 7" kit, go from the 44's to 41's, install some 5. ?? gears, and drive it more.
So, he has it all finished and when he started her up he thinks the idle is a little higher than it was, it is now just under 1K RPM which seems a little high to me. The problem is that when he lets out on the clutch in 1st gear, 2WD, idling, no throttle, the engine revs up and then idles back down then back up in a continuous pattern. If he gives it any throttle it will rev to 2K RPM and stay there until he stomps the throttle a couple of times. If he does this in reverse or in 2nd, it will not do this. The linkage isn't hanging, he's had the cable recall done, his shut-off solenoid is functioning properly. He did have one of the return springs hanging loose but we have it back where it goes.
Any ideas? I told him it sounds like a problem with the governor. The engine is totally stock except for a K&N drop-in I'm trying to talk him out of.
The safety wires are still intact on the pump and he's told me no one's ever been into it.
