2nd Gen Non-Engine/Transmission Problem with AC

My AC seems to be low after refill. I put a can of dye and I'm not finding any leaks. Is there a valve or pressure switch that might be controlling this. My clutch Engages and my low pressure line is all ice'd up. Any thoughts. It's a 134a system and I'm using a simple color coded gauge from refill kit bought at auto parts store.

does the clutch disengage when it starts to freeze the line? How cold it the air from the vents? Sounds low but.....
