Engine/Transmission (1994 - 1998) Problems downshifting

Guys, my 1994 with Goerands transmission shifts fine, but when I slow down it won't downshift and if I let it would kill the engine. Any ideas what to check?

96 FSM. 46/47 re trans.
You need to check governor pressure. " It is usually not necessary to check governor operation unless shift speeds are incorrect or if the trans will not downshift.
