Profile Pictures

So, In order to have pictures in my profile, I have to send them to the webmaster and he puts them in my profile?

If not, how do I do it?

The picture you see in some profiles are what used to be avatars that you could have under your name on posts. We turned them off to save bandwidth and make the site faster for users on dial up connections. They only show for people that had them before they were turned off.
