Engine/Transmission (1994 - 1998) pulsating while towing

I have a 96 that when i tow with it, it gets to pulsating jumping back and forth while trying to maintain a steady speed while pulling a gooseneck trialer. I have to let off the pedal completely or have it floored to keep it from jumping like that. My 01 doesnt do that, what do i need to do to fix this 96?

Throttle return springs are the culprit. There was a recall on these trucks. My new springs done with the recall have both broken since, but have been 100k miles. Replaced both to correct the problem. Will try to come up with a p/n for you. hsmith
