Engine/Transmission (1994 - 1998) Quick Tuning Question...

Well I decided to finally get around to checking my governer lever adjustment, I had a feeling it was getting caught on the bottom of the plate. When I opened it up and followed the instructions on PDR's website, the lever was contacting the bottom of the 100 plate just right, however when it continued its travel up the plate it lost contact. I figured moving the plate back would fix this, but then it didnt continue but probably about 1/3 up the plate, but never lost contact, meaning I wasn't getting the full rack travel. My question is, is it just a matter of playing with plate position, or is it a matter of adjusting the governer lever? Thanks, Buck
