quickcheck lll

hey what do any of you know about cummins quick check lll, like price, and features is insite the only program that will let you cut out cylinders and can a owner get a copy bet its expensive. can you use a laptop with quickcheck? just had questions that couldnt find on cummins site. is some of the obd scanners a better deal? thanks ron
