radiator drain valve

I recently purchased a 2005 2500 4X4 SWB quad cab. I was going to drain the radiator and put in fresh anti-freeze today. When I crawled under the truck I turned the drain valve and it turned 1/4 turn from side to side to up and down on the wing nut shaped valve but no antifreeze would drain out. Does anyone know if you are suppose to pull it out or what. Since it is plastic I dont want to force anything for fear of breaking it. It turns the 1/4 turn easy but stops and wont turn any more.

Turn it another half turn and pull out a little at the same time.
