Archived radiator drain

Correct me please, I am trying to drain the radiator so that I can remove hoses. I think the drain is on the lower drivers side and looks like the drain on most cars. When I turn the knob, nothing comes out. I removed the top hose with the predicted affect and now am concerned about the drain. What position is closed? The knob in the verticle or horizontal position?

If I remember correctly the drain is turned and pulled outward. Not just turned.
