My 92 FSM says 70 ft lb for axle flange to hub bolts.
For bearing service...
Tighten adjustment nut 120-140 ft lbs while turning the wheel. Loosen the adjustment nut 1/3 of a turn to provide 0.001-0.008 inch wheel bearing play. Tap the lock nut into the spindle keyway and adjustment nut.
