Right side rear brake on the 99 is sticking. We took it apart and noticed that the pads are not returning to the original position after the petal is released. Also a person can hold the break pads when the petal is depressed and they will not move. Everything looks ok. Springs are tight and everything is there. The truck has 70k on it. Any ideas? Thanks
 
So they don't move, when the pedal is depressed, Are you holding both sides at the same time or holding one and the other does all the moving (path of least resistance)?
 
I had a similar problem a few years ago. Did a lot of off roading back then. Check your brake hoses for a kink or pinched spot. Did you crack the bleeder and see if you have good fluid flow? Not familiar with the '99. Drum or Disc? Either way you may have to rebuild or replace the actuating cylinder in ther brake. Good luck

I had a similar problem a month or so ago, and it turned out to be a sticky parking brake cable. Replaced the cable with new, and all was well.
