when stopping on snow or icy roads the rear wheel anti lock brake system can activate allowing the rear wheel to continue to push you through a stop situation. Can this abs be disconnected.

Gets your heart going; doesn't it? Drum brakes or disks in the back? When the ABS triggers it releases the brake line pressure releasing all four wheels. It's a dumb system which is worse than nothing at all.

You could pull the ABS fuse or get the [drum] brakes adjusted. Or add an adjustable proportioning valve for the rear. Some years came with a load sensing proportioning valve for the rear brakes.

I disconnected the ABS controller plug so that the ABS light won't come on. If you just pull the fuse, on mine, the warning light stays illuminated.

In a '97 rear ABS, yes. A little difficult to get to but doable with the knee bolster removed.
