3500 4x4 brake question

Anybody ever use cetane improver??

I recently had a transmission built for my moms 98 12 valve 4x4. I replaced everything including the govenor solenoids. The transmission wants to downshift too low or something when u hammer the throttle between 20 mph and 40 mph. Also the transmission wants to shift from 3rd to 3rd lock-up back down to 3rd for two seconds and then to 4th and the 4th overdrive. How do i get this thing to sfift from 3rd to 4th with out hitting the 3rd t/c lock up. Also this is my moms truck and mistery switches would confuse her even more with this truck, thanx
 
The transmission shifting from 3rd to lockup back to 3rd then 4th then lockup is not normal. The down shifting thing is wierd but here goes, I was doing some R&D of my own for line pressure so I tightened the TV cable all the way with no slack in it, I could hit 175 PSI in direct locked but when I jammed the throttle in third gear it would down shift to 2nd and rev to 3500, so I backed off on the cable(two clicks at the pump) till I had 1/8th inch left on the gov arm on the transmission at WOT and the down shifting stopped but I lost the pressure I wanted, guess I just got greedy. At WOT (engine off :D ) via stick or person holding the throttle down check the gov arm on the transmission... . kick down cable or whatever you want to call it and I bet it's bottomed out, check it and post back.
