Recon 3rd brake light

i got a recon 3rd brake light. the cargo lights ghost. they always are on very dim. called recon and they said put a resistor on the white wire to ground. this does not help. can anybody help me with this. the only thing i can think of doing is maybe putting a switch on the ground side. with the recon light i get 12v on white wire and about 5v on black. with factory i get 12v on white and 12v on black. it is like the recon light has a small ground in it?
