I have read here, and am now unable to find, comment on how to correctly deal with reconnected batteries. It mentions slowly pushing down on the throttle pedal to establish some circumstance.

Would someone here either explain this or share link to information on this procedure?

What happens if this is not done?

GHerrmann is correct. The procedure you are thinking of is for an APPS reset. Shouldn't be necessary unless you are having APPS issues.

Since disconnecting/reconnecting the batteries does trigger the ECM to look for a new APPS voltage range, it probably wouldn't hurt to cycle the pedal through its travel anyway. Worst case if you don't, your throttle will just be a little touchy until it figures itself out.
