1200 is very high. I paid around 200 for resurface, pressure check, and installation of new valve seals that came with the Cummins gasket sets. I think resurfacing is a must, nice clean, flat surface to start with. One less thing to worry about later. Both of mine do not have O-rings, but, I did install studs for added protection.
