Engine/Transmission (1994 - 1998) Replacing tappet cover gasket--what's this?

I have the injector pump off, and I'm ready to remove the tappet cover to replace the gasket. But there's a fiber cover over the tappet cover that's fallen into about a half dozen pieces. Is this some sort of insulator? How important is (was) it? I did a search on replacing the tappet cover gasket and didn't find anything that mentioned this.

It's sound dampening material. I removed mine some time ago and didn't notice any difference. It's kinda hard to hear over the straight pipe though.....

Early attempts at NVH, toss it or replace it depending on your state of mind, and hearing.
