My friends '96 is hard starting in the mornings. I told him it was probably the return fuel line hose. After reading some past topics it looks as if the culprit could be the overflow valve. My question what is the best way to tell whether it is the return line or if it is the overflow valve, and if it is the overflow valve where is the overflow valve located?

If it's the fuel line hose it will probably be damp or wet, but not always. Replaceing the fuel hoses (do 'em both while you're at it) is cheap and is most probably the problem.

The overflow valve is on the engine side of the injector pump opposite the number 1 delivery valve. Before you take it out, clean the area very well and put some shop rags in the gap below it to catch the washers if you drop any of them. They tend to disappear in the machinery if dropped.

I'll second the suggestion about catching the washers before they fall. Those things are a bear to find.

I would also start with the fuel hoses. All it takes is a couple of hours and a few bucks. It's not an easy job but they will probably need to be changed in the future anyway.

Replacing the lines helped but did not cure the problem on my truck, so I tested the fuel pressure and found I had low pressure. Replacing the valve fixed the remaining problem. The valve is easy to replace but not cheap.

You can test the fuel pressure by using an adapter to hook a guage to the fittings that are on top of the fuel filter head. I believe there is a page on the TST site that outlines this procedure as there is an issue with the guage needle pulsing. The factory service manual really helps when diagnosing this kind of stuff.
