I would love to know the same thing. It would be realy nice to be able to have the extra light from the fogs on with highs on. Guys that added the factory fog lights after they bought there truck said it works off of a different switch that alows the fogs to stay on with the highs.
 
Hi guys on the 2nd gen trucks we use a jumper for the relay to bypass the high beam cut-out. I have looked at the 03 and it also has the same relay setup however the difference being that the realy is of a different type, all you need is a wiring schematic for the 03 relay to jump +12v over the the load side of the trigger for the relay.

that's exactly what i was thinking and exaclty what i plan to do. on my probe there is a light that comes on when the fogs are on making this mod super easy (cause you can jump the relay @ the light). i don't think it's going to be as easy on the rams although i have yet to research it... anybody have a wiring manual? i have yet to purchase one.
 
actually the mod is extremly simple if you can solder, it is jut a matter of figuring out what 2 pins on the relay to jump nothing more than that required. don't have to pull the dash or anything just pull the fog light relay and jump it done deal
