Engine/Transmission (1998.5 - 2002) RPM jumps around at 40-50 mph

I have a 2001 2500 with the 47RE and the Banks Power Pack and Banks Brake. I have 83k miles on the truck. When I drive the truck modestly around 40-50 mph the truck seems like it is lost. The whole truck surges. I don't know if the transmission is shot or I have a fuel delivery problem. I had the truck into the dealer specific for the transmission and they said it was fine. I had one of the fuel pumps replaced shortly after installing the Banks kit. Now if I accelerate hard I don't have this problem. It seems like it only does this between 1400-2000 RPM. Could anyone offer some guidance or counseling on this. Anything is appreciated. I have only put 7500 miles on the truck since the Banks Package was installed. Thank you.

I did read hesitation with no codes. I don't think this is what is happening though. It seems like the transmission is lost and doesn't know what gear it should be in. It feels like it upshifts and downshifts quickly.
