I have a 2005 Dodge Ram 2500 quad cab 2WD with the 48RE Transmission. The RPM spikes from around 1700 to 2800 during the downshift from OD to 3rd in or out of Tow/Haul loaded or unloaded. That spike last from 3-4 seconds. Is this normal??

Yep, you are going from . 69 OD to 1:1 ratio on the downshift to an unlocked TC, its a big jump. Once the TC locks it should start dropping with the engine braking and the locked TC. Usually takes 3-5 seconds for the ECU to decide things are good for lockup.
