Well to explain what is going on is on warm-up my rpm's go from 800 rpm's to 950rpm's than back down and repeat this. at the same time rpm's move my fuel pressure reading surges and moves 6-7 psi. as well as my elec-power, my lights on dash will dim slightly as a load was being pulled this does not happen all the time seems to be worse during cold mornings.

That may all be normal , cycling of the intake heaters , they draw a lot of current , as they make warm air , the engine runs better , then at higher RPM & warm eng . the intake heaters stop cycling .
 
yeah I have been told this I guess this is the first time I have noticed this during the colder weather. but I dont understand my fuel pressure would change this much during this draw/cycle.

Electric LP when voltage drops pump slows, lower LP pressure, as voltage rises LP speeds up pressure back. Grid heaters need a lot of current cause pretty large voltage fluctuations.
