Engine/Transmission (1994 - 1998) rpm's

had white smoke , checked checked spring in return line it was about 3/8's stretched it to 1/2 in. , also turned afc wheel smoke it gone . but rpm's are running about 1100 idle and 900 rpm's in gear is this normal with this adjustment.

i adjusted it and it was at 750-800 but, when i drove it it climbed back to 1000. did this a couple of times. can there be another problem?
