Engine/Transmission (1998.5 - 2002) Rubber flap under radiator?

I am curious as to what function the rubber flap that hangs down below the radiator serves. During my trip to Montana over the fourth, while I was filling up, i noticed that it had ripped about 2 feet lengthwise. holding on by a few threads. Do I need to get another one or can i just take it off and not worry.

I think it is a splash shield to keep the front wheels from splashing mud, etc up into the front of the radiator. bg

I thought it was to keep dropped tools from being easily found on the garage floor
