Here's the question? [2 part]
Has anyone tried to run without a torque plate at all?
If not, is it possible?

My reason for asking.
About 10 years back, we [my work]had a truck with a 350 cummins. [leased through Penske].
Had a 13 speed and would run 71 mph max. turning about 2000 rpm.
The fuel pump went out and Penske sent it to Cummins for repairs.
Cummins rebuilt or exchanged the pump. Our driver never let on
how well the truck ran when we got it back. He just said o yeah,
it's fixed. He quit about 4 mos later and I got to drive his truck
for awhile. WOW, this dude would go. The power differance was
in a world of its own. I have drove 350 cummins for quite awhile
and this was not near anything I drove before. It seem to not have
a limit on the power. The splitter on the 13 sp was useless. Shift 2 gears at a time.
There was no wasted petal movement, the more petal the more power at
any speed. When it was pulling, the whole truck would vibrate harder and
harder with more power. I tried to find the maximum speed in high gear.
There was more speed than I had nerve. Never reached that limit or the
power limit. 90 mph and would still pull like it had another life.
Well this truck lasted about a year with an experianced driver trying to
baby the egt. [Penske trucks have no gages]
It melted down and siezed up.
I don't believe anyone had governed this pump that cummins repaired.
So, can our trucks run without a torque plate?
Has anyone tested this yet????

Since the torque plate (full load stop) only control max torque, the answer is yes. But when you go to WOT, you might have some mechanical problems with the governor.

DO NOT RUN WITHOUT THE TORQUE PLATE!!!
The fuel rack WILL get screwed up, and it aint cheep to fix.
The torque plate controls the max fuel, it has nothing to do with the governer. If you want to turn 4000+ rpms, get a set of governer springs, or take it to a good diesel shop. The engine can spin 4000 or so before there is any problems with it gerenading. If you want more power, add some injectors or a bigger torque plate.
