Engine/Transmission (1994 - 1998) screw by the gov screw

i was adjusting my governor and i noticed that there is another screw near it. what is this screw's purpose. it is located above the governor screw on the back of the p7100 under the cover plate.

What is the Rack Screws purpose?

To increase or decrease rack travel. Leave this alone is my advice (in truck rack adj. ) Let a pump shop adjust for more rack travel if that's what your after.
