There's a series of turning the ignition on and off and buckling the seatbelt that's described in the owner's manual to disable the seatbelt chime. If you do a search on "Seat belt warning chime" you'll see the procedure.
 
The procedure is also in the original owners manual if you still have it... it helps to have it written and in front of you as you perform the sequence of key on/off and seatbelt buckle/unbuckle because while straigtforward, it is imperative to perform accurately and within a certain timeframe or it does not work. If you also have the AT with horn honking/back up issue, then Andres solution in post#2 is more relevant and effective.

If you cannot find the oem manual, let me know and I will dig mine up and post the procedure for you.
 
Here is what is shown in the 2004 Dodge Ram 3500 Diesel owners manual on Dodge.com:



The Enhanced Warning System (BeltAlert) can be enabled

or disabled by your authorized dealer or by

following these steps:

NOTE: The following steps must occur within the first

60 seconds of the ignition switch being turned to the ON

or START position. DaimlerChrysler does not recommend

deactivating the Enhanced Warning System

(BeltAlert).

1. Turn the ignition switch to the OFF position and

buckle the driver's seat belt.

2. Start the engine and wait for the Seat Belt Warning

Light to turn off.

3. Within 60 seconds of starting the vehicle, unbuckle

and then re-buckle the driver's seat belt at least three

times within 10 seconds, ending with the seat belt

buckled.

4. Turn off the engine. A single chime will sound to

signify that you have successfully completed the programming.

The Enhanced Warning System (BeltAlert) can be reactivated

by repeating this procedure.

NOTE: Although the EnhancedWarning System (BeltAlert)

has been deactivated, the Seat Belt Warning Light

will continue to illuminate while the driver's seat belt

remains unbuckled.

On an '06 (not sure why this wouldn't work on yours):



From the backseat near the center console, there's a pair of wires (in a jacket, IIRC) that goes to the seat belt. Strip them and twist them together.

Your truck will think your seat belt is on.



Put it back to stock if you sell the truck. Safety feature, lawyers, etc.



I wear my belt, just not till I get on the road.



Just back up ONCE with the door open (like in front of a garage) and the horn will scare the hell out of you.



I wired this on my '06 and did the fix within 2 or 3 weeks of buying it.

Please elaborate... somebody has a solid viable way to disable the horn honk in reverse...
 
The above method is correct but you dont have to start the engine. .

Turn key to Acc.

Buckle belt,

Turn key to on position,

Wait for seatbelt chime to go off,

Unbuckle and buckle the belt 3 times within 10 seconds ending up with the belt buckled,

Turn off key. . A single chime will ding indicating success. .

To re-do the chime, do the procedure again.

On my 04, I had to do the buckle/unbuckle exactly 3 times, not at least 3 times as the manual had said.
