Seized crossover tube?

HELP! I'm working on injectors for my 07 5.9L CR. Pulled injectors #1-5 no problem but on #6 (closest to the firewall) I can't seem to remove the crossover tube. I have the removal tool from Cummins and the others came out no problem. I've gotten a small pry bar to pry behind the removal tool but I can't get it to budge. Is it possible it's seized up? Anybody have a similar problem? Any help is greatly appreciated.

It may have some rust around it. I know it's in a bad spot buy maybe you can get some PB Blaster in there. Just do not try and twist it.
