has anyone found this to be the case?

The system is self-priming as the manual states. You bump the starter and the lift pump runs for 25 seconds. Do that a few times and the system's ready to go.
 
Remember that the injectors are electrically fired, making vapor lock an impossibility. Any air that's in the fuel path will be purged through the injectors as they fire. The engine may stumble for a second, and may even stall completely if there's enough air in the system (did that to me once when I replaced the fuel line to the CP3), but it will re-fire without a problem.

Just replaced my fuel filter the other day, after owning 3 CTD's, it was by far the easiest... bumped the starter twice, fired up without a hitch
