Recently I installed a set of Monroe shocks on my truck and since then I have this clunking noise in the front end when going over bumps. I know I have all the bolts as tight as they can possible be. Anyone ever experience this problem? On the front towers should the upper connection of the shocks be tightened as tight as possible or just crush the rubber grommets until they are snug. Seems like these grommets were softer then the ones on the original shocks.

I had exactly the same problem and I couldn't figure out what was causing it. It was when I was putting on Rancho 9000's. The shocks that I got had a manufacturers defect and I had to reinstall the factory shocks for a few days (what a pain). After reinstalling the factory shocks I had a clunking coming from the drivers side front. I checked every bolt and nut. No luck. When I changed to the Rancho's the clunk was completely gone. I suspect it was a bushing problem. I would probably take the top nut off and make sure that the bushings are not allowing the shaft to contact the shock tower.

Two possible causes, the sleeve is bigger than the bolt or, the sleeve isn't long enough... . Had this happen to my '96 with Monroes. In my case, the sleeve wasn't long enough and let the lower shock move around inside the bracket.
