Engine/Transmission (1998.5 - 2002) silencer ring on turbo?

Hi Ive read where some of you have removed your silencer ring for more wine in the turbo. How do I do It. where is it,and does it hurt anything thanks

mine took all of about 5 minutes, and 2 flat head screwdrivers..... i get more of a "whistle" out of my turbo now..... i am also running an aftermarket 4" exhaust, so its just a little noticable. im sure once i straight pipe my truck w/ some stacks i will be able to hear it more.....
