The silencer ring is for a stock turbo. It cuts down on the amount of whistle it makes as it spools. If you take of the 4" black tubing to the front (air inlet) of the turbo you will see a 4" snap ring that is holding in the silencer ring.
I had a '95 that I took it out of and could hear the slight whistle.
My '01 and my '02 ETH I left them in. Not going to remove it this time.
My father-in-law had some work done on his '02 ETH out in Missouri (a Superchips and K&N filter) some guy that was doin' the work told him it would give him extra horsepower if he got rid of the silencer ring I can't seem to convince him it's only to SILENCE the turbo whistle.
I wouldn't want that guy working on anything of mine It has no effect on power whatsoever. That's why I did not remove mine.

Just remove that big 'ol piece of round metal (I forgot what it's called ) that's hooked up to the exhaust and it WILL make some noise, er music I should say
The best sounding 24 valve setup, in my opinion, is this:
Remove stock muffler, relpace with straight pipe.
Leave the "resonator" (small muffler before the big muffler) or the drone at highway speeds will drive you nuts. It's a straight-thru muffler, like a glass pack so no restriction.
Remove the snorkel between the stock airbox and the fender.
Remove the stock air filter. Save it for when you are cleaning the Amsoil or K&N (your choice).
I did everythig "Chris" said with an AFE... It sounded awesome..... Just bought a TAG and installed it and they recommend putting the silencer ring back in... . I did, no whistle at all now... . It will be a bit before I decide the TAG is better then the whistle...
cwarner its easy to remove the silencer ring. Just losen the clamp that is around the black hose on the intake side of the turbo. Pull it out of the way and then you can see the fins in the turbo its right in front of them. Its just held in with a snap ring. Pull it out and put your intake back on.
