Primary question is whether a '95 12 valve has been souped up little or none at all, is there any sound reason not to rebuild transmission with a 300-400 rpm lower stall from oem stall speed? It is considered 'heavy duty' but without extra cost can be had as factory stall or what mfg terms "extreme low stall", i. e. 300-400 rpm less. They will swap it out to please me but mfg does not recommend it if engine has not had hp increases. Why should that make a difference and what if later I wanted to tweak it up a little. ?

The stock TC is a sloppy mess. Anything is better, especially one with a lower stall speed. Just doing that will improve performance. More HP is really simple and cheap for a modest increase.
 
Stock converter is too LOOSE for a stock motor!!

A modded Cummins needs a tighter converter. I consider it a must.

You won't believe the difference. It should be the first modd after fuel!!

A valve body should be done too.

More hp is more torque and you can't use it at 2400 rpm!

Your next mod should be a gov. spring kit to let the motor run to 3500!!
 
I agree with the above wrt lower stall speed, and another area that needs help is increasing the lockup clutch area, and all good aftermarket converters have multiple disk lockup clutches as well.
 
How will a new governor spring kit help in the rpm ranges from idle up to say 2500 which pretty much defines normal use?? In other words are these springs simply allowing for higher than normal rpm performance? For now fuel economy trumps power so will I really like them for fuel saving?
 
The govenor spring I dont believe will help mileage per say but if you go to pass somebody it will be like day and nite I did a full DTT trans in my 97(@ 160k)it was like a new truck put another 230k on it before I sold it(damn I miss that truck) you will love a lower stall converter try to find somebody local that has one and go for a ride.
