error 14 is a communication time out(no response from ecm) Is your wait to start light working?
The WTS light has been acting funky since I got the truck 2 years ago. I started a thread and tried to figure it out a while back to no avail.
Sometimes it takes a full 15 seconds till the WTS light comes on and until it does the engine wont start. Sometimes it will come on right away and I can start the engine along with it. And sometimes it won't come on at all and I can start the truck right away.
I had the battery's disconnected for a weekend a while back (changing the heater core) and when I hooked them back up, the ECM was blank (took me a while to diagnose that one LOL). I took it to Cummins and they reflashed it, but said that there was some part (I don't remember what it was) that wouldn't take.
Any way, I have been thinking there has been something wrong with it for a while now and I am starting to believe this is just another symptom.
The PO had the auto trans hunt problem and got the ECM reflashed every 6 months as a “fix”. I did the wire over to the PCM trick and it fixed that problem for good.

I believe if there is no wait to start light your comm with the ecm is gone. ecm may be pooed out. check this though I once had this but found out my connection was bad due the the obd port was loose wasnt' the smarty or ecm. Just a loose port kept kicking me out of a load and was stuck inbetween with no signal and wouldn't start. make sure there is a good connection on your port. could try and disconnect Neg's set for 45-1 hour and see if system resets. ??? good luck
The WTS flashes through the first part, then goes solid with the error 14, then goes out.
After it failed, I tried to "set it back to stock" with the same results as trying to upload a catcher but I know the smarty changed something, because before I started with the smarty at all, the WTS light wasn't coming on at all and I could start it right away, and after trying the smarty, the WTS light takes a full 15 seconds to come on and during that time I cant start the engine.
I also tried unplugging it and plugging it back in between tries to see if it wasn't the connection.
