Engine/Transmission (1998.5 - 2002) Smoke on start up and idle

As the title says, some black smoke on start up and a black "haze" at idle when cold, not as bad when warm, but it still does it. Definitely has that eye watering diesel smell to it. High idle has the same symptoms. No drivability issues, runs smooth and sounds good. Power seems ok. VP and the RV275 injectors have about 100k on them. Air dog filters and factory fuel filter changed within the last 10k. Mileage is down a bit but it is (still) winter here.

Anybody have any good ideas on where to start?
