Smoking when cold

Two weeks ago I got a tank of bad fuel. Water and who knows what else. I believe I have fixed the water issue however since that day my truck starts harder when cold and smokes badly for the first few minutes PLUS when I put it in drive it won't go over 10 mph for a block or so like it's running on 3 cyl. then it just jumps and goes and runs very well after that. This morning I plugged in the heater (about 40 degrees air temp) and that helped with the smoke but it still doesn't want to go for the first block or so. Do I have a pluged fuel system or what?
