I've got a '97 2500 5sp. 370 injectors, 4k GSK, #4 plate, BHAF, stock diameter OFE clutch, stacks, etc.
I can't imagine not being able to wind out past 3,000 rpm! with the stock turbo acting like a cork in the exhaust, it really doesn't do me much good to go past 3000 in the higher gears, but when pulling away quickly in 2nd-3rd gears, sometimes it's still pulling strong at 3300ish.
and to think that these trucks start to defuel at 2500?!?!
it's just getting good right there! 
I can't imagine having stock injectors and plate... I don't know where my plate is set, but I would assume I've got a fair amount of room to slide it forward based on my EGT's (controlable) The truck is totally livable right now... plenty of passing power on the highway, etc. But it isn't "quick" by any means... TO ME this feels the way these things should have felt from the factory!
stacks are fun, but with my single cab and the stacks exiting just above the roof, they're rough on the highway... around town they're great... at or below ~2000RPM they're livable, but cruising along at 80mph on up, they're rediculous!!! On my way home, I'm stopping through OKC to pick up a 5" system from City Muffler & Performance. can't wait to free up the room in the bed.
anyhow, speaking as someone who's only "real" experience with a 2nd gen 12v truck is with a slightly BOMB'd one, let me just tell you that if you don't have at least a plate and GSK, I feel for you... now I know what my Powerstroke buddy meant when he said that all of the Cummins he test drove felt like dogs! like I said, mine's totally livable from a performance standpoint, but I couldn't imagine living with much less!
or maybe that's just the bug talking... I'm already used to the truck and I "need" more :{
